Hey! We're still finalizing the rules, so this may change, but the current plan is to match on fandom as well as on character or relationship. That is, we intend to use the Character field in the tag set and signup form to specify either an individual character, a romantic / relationship, or a platonic & relationship.
We're also considering incorporating genre.
The numbers haven't yet been discussed, but I would expect a minimum of three fandoms and one or two characters/relationships per fandom for requests, and around four fandoms and one or two characters/relationships per fandom for offers.
I'll update the AO3 page with specifics as soon as we have them.
