There are cases where we would try to avoid All Media Types, for canons with widely different adaptations and reboots, but there are others with a closely shared universe, characterization, and plot where it makes sense to combine them, and we'd defer to the fanbase in that case! If you think it makes the most sense to consider it the same fandom, feel free to nominate with the tag you suggested.
